Objectives
To contribute to the fulfillment of the lending objectives of the Bank as defined in the Bank’s Vision to be the leading development finance institution in Africa, dedicated to providing quality assistance to African Regional Member Countries in their poverty alleviation efforts. This will be realized through the Bank’s Strategic Plan focusing on providing support for strengthening production capacity and socio-economic infrastructure, policy reforms, private sector development and economic integration.
Duties and responsibilities
Under the general supervision of the Director/Division Manager, and working in collaboration with other Task Managers, the incumbent will provides support to ADB’s water resources and irrigation portfolio of projects and program and contribute expertise to Bank Group’s operational activities. This will include, but not limited to the following tasks:
- Collaborate with Country Departments to elaborate Bank related water resources/irrigation policy issues and programs and when necessary participate in related policy dialogue with the Regional Member Countries (RMCs) government;
- Assist RMCs in the formulation and implementation of strategic initiatives for water resources development and in identifying relevant and appropriate development projects in water resources; irrigation and rainwater harvesting among others;
- Act as an authority in the Bank in the area of water resource mobilization;
- Identify major opportunities for strategic collaboration with multilateral and bilateral donors in support of the utilization of untapped water resources in Africa and to increase the leverage effects of ADB’s loan and grant operations;
- Provide technical guidance, and mentoring to other water/irrigation experts in OSAN and the Bank Country offices in various project cycle activities;
- Organize, originate and/or participate in the production of knowledge management and dissemination of information related to water resources activities;
- Act as a focal point for water resources / irrigation engineering activities of the division including project development, implementation and supervision as well as co-ordination with other stakeholders within the Bank as well as other donors and development partners;
- Represent the Bank at various water resources/irrigation engineering seminars and conferences and participate in project portfolio management (procurement, supervision, mid-term review, etc);
- Coordinate and carryout project completion report preparation missions in order to draw lessons for the implementation of future similar Bank projects;
- Perform other duties assigned by the Director/Division Manager and/or the senior management.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Master’s degree or its equivalent in Water Resources, Irrigation Engineering or related fields of study;
- Preferably a minimum of seven (7) years relevant professional experience in water resources-related fields including policy development, project planning, implementation, monitoring and evaluation either within the Bank or with similar development institutions or in the private sector.
- Demonstrated vision, professional competence, and ability to provide leadership to other professional colleagues and lead country sector dialogues.
- Analytical skills and ability to understand and solve water resources and irrigation management problems in a professional manner;
- Networking and facilitation skills; ability to work in teams; good interpersonal, communication and project management skills; resourcefulness, attention to details and client orientation;
- Strong communicator (both verbally and in writing), with proven report writing skills
- Ability to communicate effectively in writing and verbally in English or French with a working knowledge of the other language.
- Competence in the use of Bank standard software applications (Word, Excel, Access, PowerPoint).
