Agricultural Research Council of Nigeria (ARCN) - In nineteen ninety nine (1999) the Federal Military Government signed the ARCN decree No forty four (44) of May twenty six (26), nineteen ninety nine (1999). There was a lull in the take–off activity as government focused its priorities in the implementation of the various Presidential Initiatives and the National Special Programme on Food Security.
