REQUIREMENTS & ROLE SUMMARY
HEAD, INFORMATION TECH SECURITY SERVICES
Role Summary: The role holder will reporting to the Head, Information Technology and Identity Management, the successful candidate will direct, coordinate and provide oversight of the operations of the unit to ensure operational results are achieved. He/she will also provide direct management and control of licensing access, communications, and IT equipment security, as well as analyzing relational security issues impacting government agencies and NIMC, and their impact on the future of Identity Management in Nigeria.
Requirements: A bachelor's degree or its equivalent in Information Technology, Computer Science, Economics, Accounting, Business Administration or other related fields. Relevant professional certifications in IT Security, Systems Engineering, or Network Engineering, and/or Database Administration required. Minimum of 17 years' post qualification experience, with at least 12 years' relevant professional experience.
HEAD, DATABASE ADMINISTRATION
Role Summary: The role holder will reporting to the Head, Information Technology and Identity Management, the successful candidate will design physical database and coordinate database development, monitor complex flows of data from variety of sources, and ensure the quality and integrity of the databases.
Requirements: A bachelors degree or equivalent in Information Technology, Computer Science, Economics, Accounting, Business Administration or other relevant fields. Relevant professional certifications in Systems Engineering, or Network Engineering, and/or Database Administration required. A minimum of 17 years' post-qualification experience, with at least 12 years' relevant professional experience.
HEAD, PROJECT MANAGEMENT
Role Summary: The role holder will reporting directly to the Director General, the successful candidate will coordinate the affairs of the project management unit and also manage resources, establish the project governance structure and communicate about the project. Candidates will also mange project plans, mitigate project risks and ensure the project is on track and within budget.
Requirements: A bachelors degree or equivalent in Project Management, Information Technology, Computer Science, Economics, or other relevant fields. Project Management Professional certification is highly desired, preferably Prince 2. A minimum of 12 years' post-qualification experience, with at least 10 years' relevant professional experience or 16 years in service in related position.
CERTIFICATE AUTHORITY (CA) ADMINISTRATOR/REGISTRATOR
Role Summary: the role holder will report to the PKI Manager, the successful candidate will have primary responsibility for managing and issuing security credentials and public keys for message encryption. He/she will also assist in creating or modifying existing certificate authorities, as well as managing certificate templates.
Requirements: A bachelor's degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5 years’ relevant post-qualification experience or 10 years’ cognate experience in the Civil Service. Strong experience working with information security products, services, and concepts. Experience in identity database management and information security will be an advantage
CARD ADMINISTRATION/CARD LIFE CIRCLE MANAGER
Role Summary: The role holder will reporting to the Head, Card Management Services, the successful candidate will be primary responsibility for managing the life cycle of the smart cards and joint oversight of the card management system. He/she will also act as a subject matter expert to internal and external customers.
Requirements: A bachelor's degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5 years’ relevant post-qualification experience or 10 years’ cognate experience in the Civil Service. Demonstrable experience working with information security products, services, and concepts. Experience in identity database management, particularly card payment options and application management, will be an advantage.
CARD APPLICATION/SOLUTION MANAGER
Role Summary: The role holder will reporting to the Head, Card Management Services, the successful candidate will have joint oversight of the card management system. A key component of this will be managing the card application and solutions and providing advanced security and allow for various additional applications.
Requirements: A bachelor's degree in or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5years' relevant post-qualification experience or 10 years' cognate experience in the Civil Service. Demonstrable experience working with information security products, services, and concepts. Experience in identity database management, particularly card payment options and application management, will be an advantage.
CARD ISSUANCE/CARD PERSONALIZATION MANAGER
Role Summary: The role holder will reporting to the Head, Card Management Services, the successful candidate will have direct responsibility for card data and issuance. This includes managing data entry, data encoding and visualisation, pin generation, card validity testing and finishing.
Requirements: A bachelor's degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5 years' relevant post-qualification experience or 10 years' related experience in the Civil Service. Demonstrable experience working with information security products, services, and concepts. Experience in identity database management will be an advantage.
CARD PAYMENT PLATFORM MANAGER
Role Summary: The role holder will reporting to the Head, Card Management Services, the successful candidate will be responsible for managing the smart-card electronic payment platform. As a subject matter expert, he/she will be act as a reference point to internal and external customers.
Requirements: A bachelor's degree in Computer Science, Information Technology, or other related fields. A minimum of 5 years’ relevant post-qualification experience or 10 years’ cognate experience in the Civil Service. Working experience with information security products, services, and concepts. Experience in identity database management, particularly card payment options and application management, will be an advantage.
DATA CENTER FACILITY & POWER SYSTEM (ABUJA)
Role Summary: the role holder will report to the Head of Data Centre Administration, the successful candidate will be responsible for maintenance of critical facility infrastructure systems. He/she will also operate and maintain the data center facilities, keep inventory record of equipment and ensure that power system are up and running
Requirements: Bachelors Degree in Information Technology, Computer Science, Economics, Accounting, Business Administration or any related field. Minimum of 10 years post qualification experience, with at least 5 years relevant professional experience.
INFORMATION SECURITY ANALYST (MANAGER)
Role Summary: The role holder will reporting directly to the Head, Card Management Services, the successful candidate will plan, upgrade, and monitor security measures for the protection of computer networks and information. An intrinsic part of this will be to ensure that appropriate security controls are in place to safe guard digital files and vital electronic infrastructure.
Requirements: A bachelor's degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5 years' relevant post- qualification experience or 10 years' cognate experience in the Civil Service. Demonstrable experience working with information security products, services, and concepts. Experience in identity database management will be an advantage
INSTALLATION & MAINTENANCE
Role Summary: The role holder will reporting to the Head, Installation and Maintenance Services, the successful candidate will assist in the formulation of strategies, processes and procedures for installation and maintenance of computer hardware and software. He/she will also provide technical support for onsite installations or replacements of various hardware components, software repair and diagnostic testing.
Requirements: A good first degree in Computer Science, Information Technology, or other related fields. A minimum of 5 years’ relevant professional experience or 10 years’ experience in the Civil Service. A minimum of 2 years’ experience as a data centre professional
REGISTRATION AUTHORITY/CA OPERATOR/REVOCATION AGENT
Role Summary: the role holder will report to the PKI Manager, the successful candidate will provide support to the IA and CAC/PKI Help Desks and customers, as well as maintain accurate records and total accountability.
Requirements: A bachelor's degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 5 years' relevant post-qualification experience or 10 years' related experience in the Civil Service. Proven experience working with information security products, services, and concepts. Experience in identity database management and information security will be an advantage.
OFFICER, AUTHENTICATION SERVICES
Role Summary: The role holder will reporting to a Senior Officer, Authentication Services the successful candidate will be responsible for designing, implementing, and continuously updating technical security control solutions supporting enterprise information security policies and standards; conducting gap analysis; providing recommendations to resolve gaps in security; and providing architecture and infrastructure guidance.
Requirements: A bachelor’s degree or equivalent in Information Technology, Computer Science, Engineering or other relevant fields. A minimum of 1 years' post-qualification experience in service in related position. Experience in technical security control architecture and design, information security solutions engineering, security technology implementation, and security service delivery. Knowledge of and familiarity with industry laws and regulations mandating information security and information risk management Requirements.
HEAD, PHYSICAL SECURITY
Role Summary: The role holder will reporting to the Head, IT Security Services, the successful candidate will have direct responsibility for the safety and security of NIMC's IT/IDD assets. Key components of this will be implementing strategies to monitor the IT infrastructure, and conducting periodic audits of physical assets of the Commission.
Requirements: A good first degree or its equivalent in Computer Science, Information Technology, or other related fields. A minimum of 8 years’ relevant professional experience or 16 years’ relevant experience in the Civil Service. Working knowledge of IT Security and Project Management is essential.
PKI MANAGER
Role Summary: The role holder will reporting to the Head, Information Technology Security Services, the successful candidate will be responsible for executing the Crypto Vision platform’s value proposition, as well as placement and pricing strategies. In particular, he/she will develop product strategies and roadmap to address target markets and revenue generation. He/she will also assist in monitoring cyber security market trends and technology developments closely to translate into the overall product strategy.
Requirements: A bachelor's degree or its equivalent in Computer Science, Software Engineering or, Computer Engineering or other related fields. A master's degree in Business Administration will be an advantage. A minimum of 6 year's professional experience or 13 years' Civil Service experience, including administrative and management level experience in similar roles. Strong knowledge of cyber security threats, as well as demonstrable experience working with information security products, services, and concepts.
HEAD, AUTHENTICATION SERVICES
Role Summary: The role holder will reporting to the Head, Information Technology Security Services the successful candidate will oversee the design, implementation, and continuous updating of technical security control solutions supporting enterprise information security policies and standards; conducting gap analysis; providing recommendations to resolve gaps in security; and providing architecture and infrastructure guidance.
Requirements: A bachelors degree or equivalent in Information Technology, Computer Science, Engineering or other relevant fields. A minimum of 8 years' post-qualification experience, with at least 4 years' relevant professional experience or 16 years’ in service at related position. Experience in technical security control architecture and design, information security solutions engineering, security technology implementation, and security service delivery. Knowledge of and familiarity with industry laws and regulations mandating information security and information risk management Requirements. Working knowledge in run time authentication and authorization operational processes, including identity management and entitlements management.
HEAD, DISASTER RECOVERY AND BUSINESS CONTINUITY
Role Summary: The role holder will reporting to the Director General, the successful candidate will be responsible for coordinating the development and execution of policies and procedures to ensure the organization’s prompt response to disaster recovery. He/she will also ensure that critical business functions will be perpetually available to stakeholders and entities that must have access to those functions.
Requirements: A bachelor’s degree or equivalent in Information Technology, Computer Science or other relevant fields. A minimum of 8 years' post-qualification experience, with at least 4 years' relevant professional experience or 16 years’ in service at related position. Experience with risk management systems and/or databases to include building functionality; retrieval and reporting of information; application testing; and writing procedures and/or user guide. In-depth knowledge of BSI 25999 or ISO 22301 BCMS Requirements
HEAD, SOFTWARE DEVELOPMENT AND QUALITY ASSURANCE
Role Summary: The role holder will reporting to the Head, Information Technology Security Services the successful candidate will be responsible for developing and installing application software and also develop testing programs that address areas such as database impacts, software scenarios, regression testing, negative testing, error or bug retests, or usability.
Requirements: A bachelor’s degree or equivalent in Information Technology, Computer Science, Engineering, or other relevant fields. A minimum of 8 years' post-qualification experience, with at least 4 years' relevant professional experience or 16 years in service at related position. Relevant programming skills is required, previous SDK testing experience is also a plus; Hands-on knowledge of the overall product development lifecycle and the software quality assurance components
SOFTWARE DEVELOPMENT, TESTING & QUALITY ASSURANCE
Role Summary: The role holder will reporting to Head, IT/IDD, the successful candidate will be responsible for the development and execution of software test plans in order to identify software problems and their causes, as well as conduct software compatibility tests with programs, hardware, operating systems, or network environments.
Requirements: A bachelor’s degree or equivalent in Information Technology, Computer Science, Engineering, or other relevant fields. Have solid object-oriented programming skills; previous SDK testing experience is a plus. Hands-on knowledge of the overall product development lifecycle and the software quality assurance components. A minimum of 8 years' post-qualification experience, with at least 4 years' relevant professional experience or 16 years in service in related position.
SENIOR OFFICER, AUTHENTICATION SERVICES
