Management Sciences for Health (MSH) is recruiting in Abuja, Nigeria for the position of Regional HR (Human Resources) Specialist, West Africa.

POSITION DESCRIPTION
The Regional HR Specialist implements practices and activities of the Human Resources Management (HRM) Offices in West Africa, providing HR services and programs linked to short and long-term organizational needs and objectives. Candidate works closely with MSH’s Corporate Human Resources, MSH Country Directors, and the West Africa Leadership Team to support the achievement of organizational and center goals and objectives through the development, implementation, and management of activities to deliver HR capacity and infrastructure across centers represented in West Africa offices.

SPECIFIC RESPONSIBILITIES

Recruitment and placement
  • Ensure all recruitment policies, procedures and techniques are adhered to and recommend improvements.
  • Review and prepare recruitment materials including job descriptions, job specifications, adverts and interview questions for positions to be filled.
  • Carry out short listing, coordinate & participate in interviews.
  • Conduct and manage bio data forms and antiterrorist and reference checks.
  • Manage all new hire employment forms.
  • Maintains an active and organized data bank of applicants for various positions.
  • Plan and conduct/coordinate new employee orientation including provision of information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits etc.
Salary and employee benefits Management
  • Support payroll administration by provision of relevant human resources information.
  • Salary negotiations for new and existing staff.  Review all offers to selected candidates, ensuring equity within the different projects.
  • Communicate proposed salary changes to Home Office for approval.
  • Review local payroll to ensure accuracy and timely submission of information.
  • Is point of contact to the out-sourced payroll management firm.
  • Job evaluation for MSH South Africa –ensure all new positions are correctly placed in the right bands & job family in consultation with the project & compensation.
  • Ensure that all promotions are properly justified both technically and in terms of compensation.
Policies /Procedures and legislation
  • Provide support to ensure that MSH practices and policies conform to best practice and country laws.
  • Conduct training on policies.
Performance management
  • Assist Supervisors/Managers with performance issues.
  • Conduct training initiatives during the Performance Management cycle.
HR Information systems
  • Candidate is responsible for managing information in the Recruiting system – accurate and timely submissions.
Employee services
  • Periodically review vendors / service providers and select those to be recommended for use.
  • Participate in the review of employee benefits.
Work environment
  • Support initiatives geared towards creation of a safe healthy and happy workplace such as open door policy, one MSH Family policy, trainings and safeguards that promote safety and security at workplace.
Employee relations
  • Manage disputes and grievances effectively.
  • Management of staff exits, including conducting of exit interviews.
Training and staff development:
  • Plan & conduct various supervisors’ training.
Supporting of HR Specialists
  • Provides technical support & back stopping for Project HR Specialists.
REQUIREMENT
  1. Candidate must have a minimum of a Bachelor’s Degree from an accredited institution with relevant experience in human resources management, including recruitment and personnel management required.
  2. At least 6 years working experience required in international development programs in Africa; regional African HRM experience highly preferred; demonstrated experience also required working with USG funded programs.
  3. Candidate must have demonstrated understanding of Labor laws, Company Act, NGO Act and other relevant laws.
  4. Demonstrated ability to implement and manage all aspects of the HRM function in line with current practices and trends.
  5. Demonstrated ability to gain the trust and confidence of colleagues and to handle confidential matters discreetly and have experience in conflict resolution.
  6. Ability to competently assess priorities; manage a variety of complex activities simultaneously in a time-sensitive environment, and meet competing deadlines.
  7. Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients, and consultants.
  8. Demonstrated ability to successfully coordinate activities with senior project management staff and proven ability to work successfully on a team in a fast-paced environment.
  9. Strong organizational skills and attention to detail.
  10. Excellent oral and written communication skills in French and English; other languages preferred.
  11. Demonstrated computer proficiencies, including Microsoft Office Suite, especially Word, Excel, PowerPoint and database management.
  12. Ability to travel to assigned destinations for HR initiatives.
