POSITIONS DETAILS & REQUIREMENTS
1. Logistics Officer
Job Description
To perform general administrative duties and provide support to the Administrative Officer as required.
Responsibilities:
- Fleet Management - Ensure a safe and efficient operation of the PHI fleet, maintain adequate vehicles logs to determine mileage, vehicle history and maintenance requirements of each vehicle.
- Procurement Tasks - ensure that tender and contract documentation is compliant with all procurement legislation; ensure selection of appropriate suppliers and contractors, to promote good procurement practice.
- Administrative Tasks – Rsponsible for general administrative functions including supporting the Program Managers in operational program execution.
Qualifications/Requirements
- A university degree in Humanities with at least 2 years working experience in a similar organization
- Ability to exercise tact and diplomacy in dealing with people
- Able to multi task and work under pressure
- Highly organized with strong communication and relational skills
2. Front Desk Officer/Administrative Assistant
Job Description
To perform general administrative duties and provide such support to the project as required.
Responsibilities:
- Office Management - Ensure a smooth day-to-day office management including general office cleanliness, arrangement and organization, ordering of stationery, record-keeping, filing and other office duties.
- Administrative Tasks - Act as initial point of contact by responding to enquiries and request or directing as appropriate to those who are in need of assistance, minutes taking and report formation, handling of petty cash, perform errands that assist daily functions: post office, banks etc.
Qualifications/Requirements
- A university degree in Humanities with at least 2 years working experience in a similar organization
- Very personable and able to exercise tact and diplomacy in dealing with people
- Able to multi task and work under pressure
- Highly organized with strong communication and relational skills.
3. Project Accountant
Job Description:
Under supervision from the Business Official, in liaison with PHI Finance Department, the incumbent plans and coordinates all finance activities required to execute the delivery of the project.
RESPONSIBILITIES
- Prepare, examine, and analyze accounting records, financial statements, and other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
- Liaise with Grants and Compliance Manager to review all project advance requests and liquidations in line with the grant agreement;
- Compute taxes owed and prepare tax returns, ensuring compliance with payment, reporting and other tax requirements.
- Report to management regarding the finances of organization, establish tables of accounts, and assign entries to proper accounts.
- Develop, maintain, and analyze budgets, preparing periodic reports that compare budgeted costs to actual costs, advice management on issues such as resource utilization, tax strategies, and the assumptions underlying budget forecasts.
- Develop, implement, modify, and document record keeping and accounting systems, making use of current Accounting Software.
- Prepare forms for Finance Officers, and direct their work activities and ensure that their job descriptions are followed.
- Prepare all records for the annual audit, obtaining annual audited financial statements for annual reports and accountability requirements of donor.
- In consultation with PHI, maintain all necessary financial policies and procedures
Qualification/Requirements
- B.Sc. Accounting and ICAN/ACCA certification
- At least 5 years’ experience in Project Accounting
- Able to manage multiple tasks and priorities
- Leadership, coaching and team building skills
- Strategic and analytical thinking skills with an ability to solve problems and make decisions
- Ability to create and manage budgets.
4. Human Resources Manager
Responsibilities
- Administer the human resources policies, compensation, benefits, performance management systems and safety programs and ensure compliance with regulatory concerns regarding employees;
- Maintain records and reports concerning personnel-related data such as hires, transfers, performance appraisals
- Plan, organize, coordinate personnel training
- Advise managers on benefits policies and ensure compliance with legal requirements.
- Plan, direct, supervise, and coordinate staff work activities
- Represent the organization at personnel-related fora as may be directed
- Plan and conduct new employee orientation and continuously foster positive attitude toward achievement of project objectives.
- Serve as a link between management and employees by handling questions, interpreting and administering employee matters and helping resolve work-related problems.
- Carry out general administrative functions, office management and other duties as assigned.
Qualification and Requirement:
- BSc in Human Resources Management, Business Management or other relevant fields;
- Membership of relevant professional body(ies);
- An M.Sc. degree in the humanities will be of added advantage.
- 5-8 years post-NYSC working experience in a reputable organization;
- A people person and highly committed individual;
- Excellent verbal, written communication and public speaking skills including the ability to prepare reports, proposals
- Effective interpersonal, public relations and time management skills;
- Highly proficient in computer applications including Word processing and spreadsheets, especially MS suite;
- Willing to work irregular hours.
5. Grant Compliance Manager
The Grant Compliance Manager will have responsibilities for ensuring donor grant reporting and compliance regulations are met by all partners.
Responsibilities:
- Grant Compliance - Serve as principal point of contact on compliance issues with partners; implement approved capacity building trainings at the sites; improve field/local partner staff capacity to comply with regulations.
- Budgeting - Train local partners on budgeting; Provide senior level technical support to the local partners to finalize their annual budgets, conduct a review of budgets against project targets, budget notes and justification, make recommendations and follow-up implementation; Review draft partner budgets and provide technical advice to program managers.
- Financial Support - Provide direct technical support in all aspects of finance to partners, monitor allocated partner agreements and budgets and ensure compliance with Compliance Manuals and donor guidelines, advice on GAAP and basic accounting records to be maintained by the partners.
- Internal Control Assessments and Site Visits - Participate in Internal Control and Monitoring/pre-award assessments as required, review of adequacy of internal controls, compliance with applicable laws and regulations, compliance with local partner policies and procedures.
- Financial accounting - Ensure that partners keep supporting documents for all financial transactions, keep ledgers for Fixed Assets, Purchase Requisitions, Cash Receipts and Disbursements, Maintain a project budget holder’s register that will show the entire fund advanced to each budget holders, the liquidation patterns and the balances at any particular time.
Qualifications and Requirement.
- B.Sc. Accounting or Finance, ICAN/ACCA Certification
- Willingness to travel widely across partner locations
- At least 5 years post NYSC grants management experience in an international NGO
- Proficiency in the use of accounting softwares e.g. Quickbooks, Tally, Peachtree etc., and the use of MS suite.
6. Community Services specialist
Responsibilities:
- The incumbent will provide innovative technical inputs to the development of integrated quality PITC/HCT services at different points of service at implementing sites while working with existing social structures to generate demand for HCT services in targeted communities;
- Establish and maintain a functional referral system for clients linking hospital based clinical services with community services and work with communities/relevant stakeholders to respond to the needs of PLWHIV, OVC and their caregivers through leveraging resources from community stakeholders, political and opinion leaders to support PLWHIV and OVC.
- He/she shall also facilitate the establishment of facility based systems that provide quality adherence counseling to all PLWHIV accessing care (Pre ART, ART, PMTCT mother-baby pairs, TB care and other related services).
Requirements:
- A degree in health education and health promotion or related field with a minimum of 3 years proven experience in programming and management of HIV/AIDS/TB prevention programs.
7. HIV Prevention Specialist
Responsibilities:
- The incumbent will provide leadership to the project in building a network of effective gender-sensitive, targeted HIV prevention services in catchment communities around service delivery facilities, working with the Community and Clinical Specialists to establish community HIV prevention services.
- He/she shall network and build synergies with state and local governments, CSOs, network of PLHIV as well as other HIV care programs to reinforce behavioral change.
Requirements:
- A postgraduate degree in health education and health promotion or related field with a minimum of 5 years proven experience in programming and management of HIV/AIDS/TB prevention programs at a senior level and demonstrable experience in developing health education materials.
8. Laboratory Specialist
Responsibilities:
- The incumbent will provide overall program leadership in laboratory services and systems, be responsible for the smooth running of facility laboratory machines and systems, provide mentoring and training to facility laboratory staff on the related service delivery and implementation activities and provide overall technical support for quality laboratory services including quality checks for laboratory results.
Requirements:
- A first degree in medical laboratory sciences and a post graduate qualification is required.
- A current practicing license with Medical Laboratory Council of Nigeria is mandatory.
- 3 - 5 years continuous relevant experience in automated HIV laboratory systems with demonstrable capacity to operate a CD4, hematology and chemistry machines.
9. Strategic Information Specialist
Responsibilities:
- The incumbent shall work under the supervision of the SI Advisor to provide mentorship and guidance to facility M & E staff on the use of program related tools and monitoring indicators, develop innovative strategies to strengthen data collection, monitoring, evaluation, analysis, reporting for the project and ensure timely submission of data generated at facilities.
Requirements:
- A degree in Statistics, Population Studies, Public Health or Social Science (or equivalent) required.
- Master’s Degree in Social Sciences or Management or Development studies preferably with a health focus is an advantage.
- A minimum of 3 years relevant monitoring and evaluation experience and also research and evaluation experience, including the ability to analyze research and evaluation findings and other information for the benefit of practitioners in health development, ideally in the HIV/AIDS sector.
10. Strategic Information Advisor
Responsibilities:
- The incumbent shall provide overall leadership of strategic information and improved data demand and use including analysis of project-wide contribution to and impact on the national HIV response.
- Develop strategic direction and work plans (as appropriate) for the Monitoring and Evaluation team and provide monitoring and reporting tools as well as guidance and written analysis to inform future program delivery, management decision making, and strategic planning;
- Develop innovative strategies to strengthen data collection, monitoring, evaluation, analysis and reporting for the project.
Requirements:
- Advanced degree in Statistics, Population Studies, Public Health or Social Science (or equivalent).

11. Senior Program Manager/Health System Advisor (Under the direct supervision of the Project Director)
Job Description
The incumbent shall be responsible for leading program implementation and grant management including the identification and strengthening of managerial and structural gaps in service delivery facilities as well as monitor all project targets and indicators.
Requirements
- A university degree in one of the health, social or management sciences with a master's degree in public health, health systems/services administration or management from a recognized university or equivalent relevant experience;
- with at least eight years’ experience in the health sector, 5 of which is continuous experience in programming with a local or international organization.
12. Clinical Advisor ART and TB/HIV
Responsibilities
- The incumbent will provide technical assistance to the project team and service delivery facilities on TB, MDR TB and TB/HIV co-infection inclusive of designing and implementing training and mentoring activities both for project staff and facility health care workers.
- He/she will provide facility based supervision for all ART, TB/HIV related activities and represent PHI at relevant national meetings.
Requirements
- A medical degree from a known university is a requirement while master's degree in public health from a recognized university or equivalent relevant experience is desirable.
- A professional qualification is an added advantage.
- At least 5 years of recent clinical experience with 3 years working on an antiretroviral therapy program and in direct management of TB and TB/HIV co-infection either at facility or program level.
13. Supply Chain Logistics Specialist
Responsibilities:
- The incumbent will coordinate and/or provide commodities management and logistics technical assistance through developing and implementing relevant policies and procedures for quantification, procurement, warehousing and overall inventory management of commodities as well as support the strengthening of supply chain management at service delivery facilities.
Requirements:
- A bachelor's degree in Pharmacy, public health or supply chain management is a requirement; a current post graduate qualification is an advantage.
- At least 5 years’ experience in pharmacy, laboratory and logistics management systems.
14. Clinical Advisor PMTC
Responsibilities
- The incumbent will provide technical assistance to the project team and service delivery facilities on PMTCT, helping to design innovative and effective implementation strategies to meet the PMTCT gap.
- Providing facility and project based mentoring and supervision in maternal and child health and representing PHI at relevant meetings.
Requirements
- A medical degree from a known university is a requirement while master's degree in public health from a recognized university or relevant clinical experience in Obstetrics and Gynecology or pediatrics is desirable.
- At least 5 years of recent clinical experience and 3 years working in direct management of an HIV/AIDS project and reproductive and child health either at facility or program level.
15. Clinical Specialist
Responsibilities
- The incumbent shall work under the direct supervision of the Senior Technical Advisor Clinical Services with support and guidance from the Clinical Advisors to deliver program related goals and activities at facility level.
- Particularly mentoring and training of health workers on ART, TB/HIV, PMTCT, Prevention and other clinical related activities as will be dictated by program direction.
- He/she will also monitor program indicators at facility level and trouble shoot when necessary.
Requirements
- A medical degree from a known university is a requirement.
- A Master’s degree in public or other health related field will be an advantage.
- At least 3 years of relevant clinical experience working on HIV Care and treatment program.
16. Nurse Educator/Specialist
Requirements
- Candidates should possess relevant qualification.
